A video, believed to be from India's financial capital Mumbai, has sparked off a massive debate on social media platforms. The CCTV video from a residential complex shows a security guard being thrashed by a person who was feeding a pack of dogs inside the premises. The video shows the guard walking up to the man following which the dogs seemingly attack the former. As the guard waves his stick, apparently in self-defense, the man is seen rushing to him and thrashed him.
The undated video sparked off a major debate over stray dogs and those who feed them.

One user pointed out how street dogs are no longer just harmless wanderers looking for food and affection—they have become a full-blown public safety crisis.
“Street dogs aren’t just ‘strays’ wandering around looking for belly rubs—they’re a full-blown crisis tearing through our streets. Packs of them are roaming unchecked, attacking guards, little kids who can’t even fight back, and anyone who dares cross their path. Spreading rabies, mauling people, and terrorizing neighborhoods isn’t some adorable little oopsie—it’s a public health nightmare. Overflowing shelters, ineffective sterilization drives, and bleeding-heart denial have let this spiral out of control. And the bigger menace? Unemployed, unloved adults with nothing better to do play martyr for these mutts, but have no issues in eating non-veg, attacking another human. They are going to insane lengths for a cause that’s literally biting us. These aren’t pets gone wild; they’re a threat we can’t keep ignoring,” the user, identified as Vineet Sharma (@Vineet_Sir_) said.
Other users sought immediate legal action against the person who attacked the guard.
“This guy needs to be arrested on charges of endangering the life of the security guard and assault,” one user commented.
The video comes a day after the National Human Rights Commission (NHRC) took serious note of the alarming rise in dog bite incidents across India, particularly in Haryana. The directive comes in response to a formal complaint highlighting the failure of state governments to control the stray dog menace and ensure public safety.
The issue gained national attention following a news report based on official data from the Union Minister of Fisheries, Animal Husbandry, and Dairying, presented in the Lok Sabha. The report revealed 21.95 lakh reported dog bite cases in 2024, with 5 lakh child victims and 37 fatalities, underscoring the severity of the crisis and the urgent need for government intervention.
The complaint, filed by Anubhav Shrivastava Shahai, accused state governments of failing to control the rising stray dog population. He pointed out irregular sterilization drives, inadequate implementation of Animal Birth Control (ABC) guidelines, and a lack of animal shelters to house aggressive dogs, as mandated by the 2023 ABC guidelines.
Shahai further criticized the absence of proper monitoring committees at central, state, and local levels, arguing that their inaction had allowed the stray dog population to grow unchecked, posing a significant threat to public safety.
“The failure of authorities to regulate and control stray dog populations is a direct threat to public safety, especially for children. Immediate intervention is needed to prevent further loss of life and injuries,” Shahai stated.
