Archie, the whippet, was spotted by Transurban running along CityLink and entering the Burnley Tunnel just before 3.30pm.
CCTV footage shows vehicles, including a motorcycle, slowing down and trailing behind the wandering whippet as they navigated through the tunnel.
A Transurban spokesperson said its control room has eyes on the roads 24 hours a day.
“Our incident response crew is there to help anyone who gets into trouble on our roads – including Archie who was rescued by the team and taken to the Lost Dog's Home.”
Archie was swiftly rescued by incident management workers within six minutes.
He was found on the side of the busy road, near the Yarra exit, without any injuries.
Archie's worried owners were reunited with their beloved pet shortly after the rescue.
