A Fort Bliss soldier faces an animal cruelty charge involving a dog that was hanging by a collar off the bed of truck, El Paso police and military officials said.
U.S. Army Sgt. David Anthony Scott, 46, was arrested by El Paso police on Thursday, June 5, accused in an animal cruelty incident that occurred a week prior outside a restaurant, a news release by police spokeswoman Stephanie Shields stated.
EPPD animal cruelty investigators assisted Animal Services officers regarding a dog left in the sun tied up to the flat bed of a truck outside an El Paso restaurant on May 29.
On a social media video, the dog “is seen slipping off and hanging from its collar, not touching the ground,” a police news release stated. Investigators identified Scott as the dog owner and arrested him on June 5.
Scott is a soldier assigned to the Soldier Recovery Unit at William Beaumont Army Medical Center, Fort Bliss spokesman Maj. Arturo “Art” Rodriguez said in an email.
Scott is being held at the Downtown El Paso County Jail on a $30,000 personal recognizance, PR, bond, awaiting release as of Sunday morning, according to a jail log.
