With certain breeds of dogs being under scanner by the government for being ferocious, the verdict is finally out! Keeping in mind the rising cases of aggressive dog attacks across the country, the Centre has now urged the state governments to impose a ban on the import, sale and breeding of 25 ferocious dog breeds citing them to be a threat to human life.The Department of Animal Husbandry and Dairying has sent a letter to the chief secretaries of states and Union territories to ensure the imposition of the ban with immediate effect from March 12, 2024 onwards.

  • – Tosa Inu
  • – American Staffordshire Terrier
  • – Fila Brasileiro
  • – Dogo Argentina
  • – American Bulldog
  • – Boerboel
  • – Kangal
  • – Central Asian Shepherd Dog (ovcharka)
  • – Caucasian Shepherd Dog (ovcharka)
  • – South Russian Shepherd Dog (ovcharka)
  • – Tornjak, Sarplaninac
  • – Japanese Tosa and Akita
  • – Mastiffs (boerbulls)
  • – Rottweiler
  • – Terriers
  • – Rhodesian Ridgeback
  • – Wolf dogs
  • – Canario
  • – Akbash dog
  • – Moscow Guard dog
  • – Cane corso and every dog of the type commonly known as a Ban Dog (or Bandag)

License, sterlisation , vaccination must for these dog breeds
We are in receipt of the letter and the ban is being enforced with immediate effect. However, I would like to clarify that those who have these dog breeds as pets will be allowed to keep them provided they have a proper license for them and also a certificate of sterlisation from a registered veterinary doctor. They will also have to keep the vaccination on schedule and keep a record of it. The license of the existing dogs will be renewed so those who have them as pets already, need not worry or abandon them.

The decision comes after a report was submitted by a joint panel of experts and animal welfare bodies in response to an order of the Delhi High Court which had directed the union government to decide banning these breeds after consulting all concerned stakeholders. “The Department of Animal Husbandry and Dairying constituted an Expert Committee under the Chairmanship of Animal husbandry Commissioner with members from the various stakeholder organizations and experts. The Committee has identified the following breeds of dogs as ferocious which are dangerous for human life”, the letter states and includes names of dog breeds such as Rottweiler, Pitbull, Terrier, Wolf dogs, Cane Corso and Mastiffs, their cross breeds and mixes, which are considered dangerous to human life.

The committee has recommended that the mentioned dog breeds, including cross breeds, shall be prohibited for import, breeding, selling as pet dogs and other purposes and the local bodies, Department of Animal Husbandry shall not issue any licenses or permit for sale, breeding of dogs breeds as mentioned in the letter. The directive also suggests that the local bodies may also issue necessary implementation guidelines in this regard. However, the letter states that those already having the mentioned breeds can continue to keep them as pets but ensure they are sterlized so that they can not be bred further.

The central government has also recommended the enforcement of the Dog Breeding and Marketing Rules 2017 and the Pet Shop Rules 2018 under Prevention of Cruelty to Animal rules at local level by the local bodies and Animal Welfare Boards of the state and UTs as most pet shops and breeders are illegal.
Notably, the animal rights organisation People for Ethical Treatment of Animals (PETA), India, had filed a writ petition in the Delhi High Court earlier this month and also requested the government to ban the sale and breeding of 23 dog breeds to protect them from exploitation by illegal breeders to be used for illegal dog fights and breeding. In its petition, the PETA wrote, “This order is key toward providing vital protection for both humans and dogs and sends a strong, clear message that pit bulls and other such breeds are bred to be used as weapons. Pit bulls and related breeds are the most commonly abandoned dogs in India, and this action can prevent a great deal of suffering for the dogs.”

NO NEW LICENSES FOR THESE BANNED BREEDS
Dr Verma also clarified that no new licenses will be issued to any dog owners of these breeds. As of date, there are around 800 dogs of these banned breeds in the city whose license have been issued by the Nagar Nigam including Cane Corso, Rottweiler, Dogo Argentino, Pitbull Terrier and American Bulldog, among others. In 2022-23 the Nagar Nigam had issued 8159 licenses of which there were 370 of Rottweilers, and 443 of other ferocious breeds. In 2023-24 till date 5370 licenses have been issued of which 243 are of Rottweilers and 258 of other breeds which are now among the ones banned.
