A woman could be seen tossing a dog trapped in a carrier bag at a Colorado animal shelter before abandoning the poor pup on the steps.

The unidentified woman walked up to L.O.L.A.'s Rescue in Aurora on Sunday afternoon and carelessly threw a black dog carrier on the ground before strolling away.

Door cam footage shows the bag – holding the vulnerable dog – toppling over as it hits the ground.

A L.O.L.A.'s manager discovered the stranded animal 30 minutes later and brought him inside to safety. When she reviewed the surveillance video, she was utterly horrified.

She described her initial reaction to the jaw-dropping sight.

‘I was mad at first because I felt bad that someone could just toss a dog like that,' manager Shani Lee told KDVR.

Lee said when she first saw the dog – which she believes is a terrier, beagle or dachshund mix – he was ‘very fearful.'

The dog, who Lee named Gulliver, has been on the road to recovery from his traumatizing endeavor.

The manager said that with 24 hours of being under the shelter's care, he started coming out of his shell and feeling more relaxed.

‘It’s just getting him over that hump of feeling safe and comfortable,' Lee told KDVR.

She asserted that leaving a pet deserted and throwing it outside a shelter is never the right decision.

‘Had they just knocked on the door and come in and asked us, we probably would’ve given them an option,' Lee said.

Once Gulliver is medically evaluated and cleared, he will be put up for adoption. Lee hopes he will find a loving home.

She said he would be ‘the perfect little lap dog to someone he gets comfortable with,' and has urged people to go to the police if they know who dropped Gulliver off at the shelter.

The rescue shelter is a nonprofit organization that ‘specializes in rescuing, rehabilitating and rehoming dogs and cats,' according to their Facebook introduction.

The organization offers frequent events for potential adopters to get to know the dogs and cats that are looking for new homes.

Currently, the only activity listed on their website is monthly scheduled ‘adoptable puppy yoga.'

On their Facebook page, the shelter shared plans for a dog adoption and fundraising event set for February.

Gulliver's heartbreaking story comes months after a helpless puppy was abandoned in a California parking lot before the pet tried to chase down its owners as they drove off.

The three-month-old German Shepherd pup was seen being dropped out of a car door at the Country Living Mobile Home Park in Fresno.

Afraid and confused, the dog tried to chase the car down the road after the left the parking lot, but the pointy-eared pet had no luck tracking them down.

A witness from the mobile home community called the Fresno Animal Center, animal resource officer Rudy Pina told KSEE.

Pina said the mobile home's management were able to catch the dog safely and care for her before animal control officers arrived.

‘Luckily, the mobile home park management was very adamant about securing the dog on their own, which we're very thankful for and which was able to have a great outcome for the animal,' he explained.
