Italy Introduces New Pet Friendly Rules Allowing Large Dogs in Airplane Cabins


Italy’s National Civil Aviation Authority (ENAC) has introduced new pet-friendly rules that now allow large dogs to travel directly in airplane cabins alongside their owners. This major change, announced by the Italian Ministry of Infrastructure and Transport, aims to make air travel with pets safer and more comfortable.

Under the new regulations, pets can remain in the passenger cabin if placed inside a specially designed container. This container must be securely fastened to the passenger seat or overhead compartment using safety belts or other securing devices. Unlike previous rules, there is no strict maximum weight limit set for the pet plus container; instead, individual airlines will decide their own policies on this matter.

Previously, large dogs were often required to fly in the cargo hold, which raised concerns about animal safety. Animal welfare groups like Humane World for Animals have long highlighted risks associated with transporting pets in the cargo hold, including injury, loss, poor ventilation, and extreme temperatures. The updated regulations address these concerns by enabling pets to stay close to their owners during the flight.

Italy’s Minister of Transport, Matteo Salvini, described the new rules as a “battle for common sense and humanity,” emphasizing the humane treatment of traveling pets. ENAC President Pierluigi Di Palma also stressed that these changes reflect evolving societal needs while fully complying with aviation safety standards.

Although the new framework is set, each airline will independently establish specific rules, pricing, and conditions for allowing large dogs in the cabin. These policies must be approved by regulators to ensure passenger and animal safety.
