The New Orleans Police Department said one man is facing charges after finding dogs in inhumane conditions. An adult male dog is recovering at the Louisiana SPCA after police said they found it chained in the backyard of a New Orleans East home. According to NOPD, officers were at the home in the 7800 block of Sail Street serving a search warrant when they discovered the dog that appeared malnourished with no dog food on the property.A female neighbor said she was shocked to hear the dogs were locked up and left outside. “I don't see how people can be so cruel to them. I don't understand it. It's horrifying to see his rib cage and all this kind of stuff,” she said.NOPD arrested David Jackson, 31, and charged him with animal cruelty. Police said the dog did not have access to fresh water and they also found what appeared to be a dead puppy.”That's just like a monster that do that to animals who can fend for themselves or fight for themselves,” a neighbor said.Rebecca Melanson with the Louisiana SPCA said they are working to get the dog healthy.”We're doing daily cleanings, we're feeding them every day and we're making sure that they're having the people time they need,” said Melanson.She said as temperatures soar, it's important to ensure animals are not overheating and signs to look for include panting, vomiting thick saliva or diarrhea.”If you feel them and they're hot to the touch, it's time to come inside,” said Melanson.According to a Louisiana law, it is illegal to tie or tether a dog or cat in extreme weather conditions. People in the East neighborhood said they see that plus animals roaming around. The WDSU crew even saw a dog roaming while filming the story.Neighbors said people should be good pet owners and not keep animals tied up or alone on the streets. “It is beyond me, it really is,” a neighbor said.NOPD did not say what the initial search warrant was for.Anyone with information on the animal cruelty case is asked to call Crime Stoppers at 504-822-1111.
