The Chandigarh Police has booked an owner of Pitbull in an alleged case of dog bite. The victim alleged that the accused let the dog on him to attack, following an altercation.
The police have registered an FIR under Section 289 (negligent conduct with respect to animal) of the IPC at Sarangpur police station, Chandigarh, against Rajinder Singh, owner of the Pitbull, which bit the complainant, Prem Singh, 21, on June 12.
Prem claimed that he has been constructing a house at Dhanas for the past three months. Accused Rajinder Singh, who owns two Pitbull dogs, lives near his house. He had been arguing with him over the construction material kept near the house.
On June 12, Prem said, the accused again entered into an argument with him, and tried to hit him with a stick, but he managed to escape. However, then the accused let his two dogs on him.
“One of the dogs bit me on my left leg, following which I had to get medical treatment and vaccination at GMSH (Government Multi-Specialty Hospital) Sector 16, Chandigarh. The wound is still healing,” Prem told The Indian Express.
Whoever knowingly or negligently omits to take such order with any animal in his possession as is sufficient to guard against any probable danger to human life, or any probable danger of grievous hurt from such animal, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both.
In March this year, the MC General House had approved the draft of Municipal Corporation, Chandigarh Pet and Community Dog Bylaws, 2024, proposing a ban on six breeds of aggressive dogs in the city and paving the way for registration of dog breeders, groomers, pet shops and hostels.
The six breeds were American bulldog, American Pitbull, bull terrier, cane corso, Dogo Argentino and rottweiler. Besides, the draft also proposes a ban on cross-breeding of said breeds in Chandigarh. Significantly, this rule once approved by the Administration won’t be applicable for dog owners who already have any of these breeds duly registered with the MC before the commencement of these bylaws.
